Spitzkop Mining EA

Spitzkop Platinum (Pty) Ltd is a joint venture between Eastplats and Afriminerals (Pty) Ltd. The Spitzkop Mining Section is located on the farm Spitskop 333KT and the Kennedy’s Vale Mining Section located on the farm 361KT, both located near Steelpoort, Limpopo. Mining Right MP 30/5/1/2/2/310 MR dated 8 October 2009, valid for 30 years until 7 October 2039. However, subsequent to provincial border changes between Mpumalanga and Limpopo Provinces, the mining right was transferred and registered under Limpopo Province, under reference LP 30/5/1/2/2/207 MR.

Spitzkop is situated within the jurisdiction of the Fetakgomo Tubatse Local Municipality (FTLM) in the Sekhukhune District in the Limpopo Province. The mining right (MR), in respect of an area measuring 1,099.7743 hectares (ha) in extent on the remaining extent has been authorised on, Portions 1, 2, 3, 10, 11, 12, 29, 30 and a Portion of Portion 28 of the Farm Spitskop number 333 KT.

Application for amendment to the current EMPr (Metago Environmental Engineers, 2009) approved by the Department of Mineral Resources and Energy (DMRE) in terms of Section 102 of the Mineral and Petroleum Resources Development Act, 2022 (Act 28 of 2002), as amended, (MPRDA) on 16 October 2013 to include all project activities. The section 102 application will also include an update of the currently approved Mine Works Programme (MWP) to include opencast mining. The proposed opencast Spitzkop Mine project entails the establishment of two open pits over a surface area of about 47 ha and two Waste Rock Dumps (WRD) measuring 48 ha and 13 ha. Spitzkop has approval to continue with underground mining (area of approximately 42 ha), however this will take place at a later stage, after opencast mining has been finalised. The Spitzkop Opencast footprint area will be established on Remainder of Portions 1, 2 & 3 of the Farm Spitskop 333KT.

The project activities trigger additional environmental authorisation requirements, including:

  • An integrated application for Environmental Authorisation (EA) in terms of the National Environmental Management Act, 1998 (Act 107 of 1998) (NEMA) and for a Waste Management Licence (WML) in terms of the National Environmental Management: Waste Act, 2008 (Act 59 of 2008) (NEMWA).
  • Application for amendment to the current EMPr (Metago Environmental Engineers, 2009) approved by the Department of Mineral Resources and Energy (DMRE) in terms of Section 102 of the Mineral and Petroleum Resources Development Act, 2022 (Act 28 of 2002), as amended, (MPRDA) on 16 October 2013 to include all project activities. The section 102 application will also include an update of the currently approved Mine Works Programme (MWP) to include opencast mining.
  • An Integrated Water Use Licence Application (IWULA) under the National Water Act, 1998 (Act 36 of 1998) (NWA) will be submitted for approval to the Department of Water and Sanitation (DWS).

OMI Solutions (Pty) Ltd (OMI) has been appointed as the independent Environmental Assessment Practitioner (EAP) to undertake the Scoping and Environmental Impact Assessment (EIA) process which is aimed at critically evaluating the potential environmental and social impacts of the proposed project.
