Netcare CBMH Coastal Waters Discharge Permit Renewal

Netcare CBMH has applied for the renewal of their CWDP with the Department of Forestry, Fisheries & the Environment (DFFE) in terms of Section 69 of the National Environmental Management: Integrated Coastal Management Act (Act No. 24 of 2008) (NEM:ICMA). OMI Solutions (Pty) Ltd (OMI) has been appointed as the independent Environmental Assessment Practitioner (EAP) to undertake the Public Participation Process in support of the CWDP renewal application.

Netcare CBMH operates the CBMH situated in Cape Town’s Central Business District, within the City of Cape Town Metropolitan Municipality. Netcare holds a CWDP in terms of Section 69 of the NEM:ICMA (Act No. 24 of 2008) with Permit Reference Number: 2018/005/WC/NETCARE CHRISTIAAN BARNARD HOSPITAL. The permit was issued on 22 March 2018 by the then Department of Environmental Affairs. The permit grants Netcare permission to discharge brine effluent from their Desalination Reverse Osmosis (RO) Plant of approximately 550 m3 per day at Duncan Dock, Cape Town Harbour at geographic coordinate 33°54’47’’S and 18°25’48.80”E via the City of Cape Town’s stormwater management system.

During the desalination process, a waste stream is generated containing most of the suspended and dissolved solids removed in the process. The waste is a combination of RO brine and sand filter backwash. This combined waste stream is fed into the existing City of Cape Town’s storm water drainage system for discharge into the coastal environment at the Duncan Dock discharge point of the Port of Cape Town, along with any excess groundwater seepage which will have a dilution effect.
